Government Commences 98th LEAP Cash Grant Payment — 350,580 Households to Benefit

Accra, Thursday, October 9, 2025 — The Ministry of Gender, Children and Social Protection has announced the commencement of the 98th cycle of the Livelihood Empowerment Against Poverty (LEAP) cash grant payments, reaffirming government’s commitment to reducing vulnerability and promoting social protection across the country.
Speaking at a press conference in Accra, the sector Minister, Hon. Dr. Agnes Naa Momo Lartey, said the payment exercise, scheduled to begin next week, will directly benefit 350,580 households, positively impacting the lives of over 1.5 million Ghanaians.
Dr. Lartey described the latest cycle as “a powerful testament to the government’s unwavering dedication to shielding the most vulnerable from hardship while empowering every household to live with dignity and hope.” She commended President John Dramani Mahama for his leadership and support in sustaining the LEAP programme and for guiding the passage of the Social Protection Act, 2025 (Act 1148), which provides a strong legal framework for safeguarding the rights of vulnerable citizens.
Under the 98th cycle, households will receive varying amounts based on the number of eligible members:
- One-member households — GHS 320
- Two-member households — GHS 380
- Three-member households — GHS 440
- Four or more eligible members — GHS 530
Beyond the cash transfers, Dr. Lartey emphasized the Ministry’s focus on human capital development and productive inclusion for LEAP beneficiaries, noting that training initiatives are helping households move from subsistence to investment for long-term resilience.
“We are empowering households with tools and opportunities to engage in sustainable, productive activities and self-employment,” she said. “LEAP is not only a safety net, but also a springboard for sustainable economic and human development.”
The Minister further announced the implementation of a structural benchmark for indexation of LEAP cash grants against inflation—an initiative introduced during the 96th payment cycle to protect the value of grants from economic erosion.
Additionally, she revealed plans to expand the programme’s coverage to 400,000 households by the end of 2025, in line with President Mahama’s vision of an inclusive and equitable Ghana.
To improve accessibility, the Ministry has partnered with the Ghana Interbank Payment and Settlement Systems (GhIPSS) to introduce multiple cash-out options, enhancing financial inclusion and convenience for beneficiaries.
Dr. Lartey urged all LEAP beneficiaries to fully participate in ongoing reassessment and verification exercises, stressing that their cooperation is essential for fairness and expansion of the programme. She also called on the public to report any form of malpractice—including fraud, underpayment, or mistreatment—through the Ministry’s hotlines: 0303 969 399, 0800 800 800, or 0800 900 900.
Reiterating the Ministry’s commitment to transparency and accountability, the Minister said the periodic pre-disbursement briefings are part of efforts to ensure good governance.
